The following is a summary of decisions that were made by the Licensing Committee at their meeting held earlier today:-

1. The Committee resolved to grant, subject to an undertaking to arrive in Hong Kong and complete quarantine by no later than 7 clear days before the first scheduled race meeting, a full-season Club Jockey’s licence to all of the following jockeys for the 2022/2023 racing season:-

· Alexis Badel
· Harry Bentley
· Vagner Borges
· Luke Currie
· Luke Ferraris
· Antoine Hamelin
· Lyle Hewitson
· Ruan Maia
· Joao Moreira
· Zac Purton
· Karis Teetan

2. The Committee resolved to:-
2.1 grant a Freelance Jockey’s licence for the 2022/2023 racing season to each of the following jockeys:-

· Matthew CHADWICK
· Alfred CHAN Ka Hei
· Jerry CHAU Chun Lok
· Vincent HO Chak Yiu
· Alex LAI Hoi Wing
· Derek LEUNG Ka Chun
· Dylan MO Hin Tung
· Matthew POON Ming Fai
· Jack WONG Ho Nam
· Victor WONG Chun
· Keith YEUNG Ming Lun

2.2   direct Management to advise Alex LAI Hoi Wing in writing that his race riding performance during the current racing season remains of concern and that should his race riding performance not improve significantly during the 2022/2023 racing season, he may be required to appear before the Committee should he submit an application for a licence for the following 2023/2024 racing season. 

2.3   direct Management to advise Victor WONG Chun in writing that his race riding performance during the current racing season remains of concern and that should his race riding performance not improve significantly during the 2022/2023 racing season, he may be required to appear before the Committee should he submit an application for a licence for the following 2023/2024 racing season.

3. The Committee resolved to grant, subject to a satisfactory medical examination, an Apprentice Jockey’s licence to ride in races in Hong Kong to Apprentice Angus Chung Yik Lai from the commencement of the 2022/2023 racing season provided that Apprentice Chung is not permitted to ride in any race at Happy Valley Racecourse until permission is granted by Management.  Expressions of interest will be called from those trainers who wish to be considered to have Apprentice Chung allocated to them.

4. The Committee resolved to:-
4.1   grant a Trainer’s licence for the 2022/2023 racing season to each of the following trainers, subject to a satisfactory medical examination being undertaken and the signing of an agreement with the Club:-

(Tony Cruz and Jamie Richards were previously granted a Trainer’s licence for the 2022/2023 racing season on 17 December 2021.)

4.2   approve that at the conclusion of the current 2021/2022 racing season, should Trainer Me Y S Tsui fail to meet the requirements of the Trainer’s Performance Criteria, he be asked to provide the Committee with a written explanation.
4.3 approve that at the conclusion of the current 2021/2022 racing season, should Trainers Michael C W Chang or Peter L Ho fail to meet the requirements of the Trainer’s Performance Criteria, they be asked to provide the Licensing Committee with a written explanation, and they may be informed in writing that should they not satisfy the performance criteria at the conclusion of any subsequent racing season they may not be granted a trainer’s licence for the following racing season.

5. The Committee:-

5.1  resolved to grant Pierre Ng Pang Chi a Trainer’s licence for the 2022/2023 racing season, subject to the usual formalities, to fill an existing vacancy.

5.2 approved the Trainer’s licence of Pierre Ng Pang Chi for the 2022/2023 racing season to become effective on 17 July 2022 in order for him to become eligible to receive horses into his stable when end-of-season transfers occur.

6. The Committee:-
6.1   noted Management’s evaluation of the Trainers’ performance for the current 2021/2022 racing season; and
6.2   approved the current Trainer’s Performance Criteria remains unchanged for the commencement of 2022/2023 racing season. 

7. The Committee resolved to grant an Assistant Trainer’s licence for the 2022/2023 racing season to each of the currently licensed Assistant Trainers listed below:-
