The following is a summary of decisions that were made by the Licensing Committee at their meeting held earlier today:-

1.  The Committee resolved to grant, subject to an undertaking to arrive in Hong Kong no later than Sunday, 3 September 2023: 

1.1  A full-season Club Jockey’s licence to each of the following jockeys for the 2023/2024 racing season:-

• Alexis Badel
• Harry Bentley
• Hugh Bowman
• Luke Ferraris
• Antoine Hamelin
• Lyle Hewitson
• Zac Purton
• Karis Teetan

1.2  A part-season Club Jockey’s licence to each of the following jockeys for the 2023/2024 racing season from 17 July 2023 to 12 February 2024, both dates inclusive:-

• Brenton Avdulla
• Luke Currie
• Keagan De Melo

2.   The Committee resolved to grant a Freelance Jockey’s licence for the 2023/2024 racing season to each of the following jockeys:-

• Matthew CHADWICK
• Alfred CHAN Ka Hei
• Jerry CHAU Chun Lok
• Vincent HO Chak Yiu
• Derek LEUNG Ka Chun
• Dylan MO Hin Tung
• Matthew POON Ming Fai
• Keith YEUNG Ming Lun

3.   The Committee resolved to grant an Apprentice Jockey’s licence for the 2023/2024 racing season to each of the following applicants:-

• Angus CHUNG Yik Lai (Allocated Trainer: Tony Cruz)
• Ellis WONG Chi Wang (Allocated Trainer: Caspar Fownes)

4.   The Committee resolved to:-

4.1  grant a Trainer’s licence for the 2023/2024 racing season to each of the following trainers, subject to a satisfactory medical examination being undertaken and the signing of an agreement with the Club:-

4.2  confirm that Danny Shum, who meets the criteria for extension of licence beyond the age of 65, be eligible for an extension beyond the conclusion of the 2024/25 racing season. As such, Shum is eligible for an extension until the conclusion of the 2029/30 racing season, provided he continues to achieve the benchmarks set down by the Club;

4.3  confirm that John Size, who meets the criteria for extension of licence beyond the age of 70, be eligible for an extension beyond the conclusion of the 2024/25 racing season. As such, Size is eligible for an extension until the conclusion of the 2027/28 racing season, provided he continues to achieve the benchmarks set down by the Club;

4.4  approve that at the conclusion of the current 2022/2023 racing season, should Trainers Tony Millard and Dennis C H Yip fail to meet the requirements of the Trainer’s Performance Criteria, they be asked to provide the Committee with a written explanation;

4.5  approve that at the conclusion of the current 2022/2023 racing season, should Trainer Me Y S Tsui fail to meet the requirements of the Trainer’s Performance Criteria for the second occasion, he be asked to provide the Committee with a written explanation and he may be informed in writing that should he not satisfy the performance criteria at the conclusion of any subsequent racing season he may not be granted a trainer’s licence for the following racing season; and

4.6  approve that at the conclusion of the current 2022/2023 racing season, should Trainers Michael C W Chang or Peter L Ho fail to meet the requirements of the Trainer’s Performance Criteria for the third consecutive racing season, they will be required to appear before the Licensing Committee should they wish to pursue being granted a trainer’s licence for the 2023/2024 racing season. 

5.   The Committee resolved to grant an Assistant Trainer’s licence for the 2023/2024 racing season to each of the currently licensed Assistant Trainers listed below:-
