"LUCKY STRYKER" (A283) INQUIRY

The Stewards today inquired into a report submitted to them by Dr P Curl, Executive Manager, Veterinary Regulation regarding the racehorse LUCKY STRYKER (A283), trained by Mr Y S Tsui.

Evidence was today taken from Mr Tsui and Dr Curl.

Mr Tsui pleaded guilty to a breach of Rule 50(6) in that he failed to comply with his responsibility to report an injury to a racehorse under his care, the particulars of the charge being that he did fail to report, as soon as practicable, a left fore tendon injury sustained by LUCKY STRYKER on or about 5 November 2017 to either a Veterinary Surgeon or a Veterinary Officer, with such horse not being presented to a Veterinary Surgeon until 28 November 2017.

In assessing penalty, the Stewards took into consideration that, significantly, LUCKY STRYKER was not presented on the training tracks after 5 November 2017 at which time the horse last raced; that Mr Tsui had been forthright in his evidence throughout today’s inquiry; that he pleaded guilty to the charge at the earliest available opportunity and that he had not previously appeared before the Stewards regarding a horse welfare issue in his career as a professional racehorse trainer in Hong Kong.  In the circumstances, the Stewards believed the appropriate penalty was for Mr Tsui to be fined the sum of $30,000.
